Frankly, you do not create such lists just for the fun of it, or just for some kind of personal records, or such. Hell, this is not even so much political strategy, as much as it feels like a clear attempt at political retribution to those officials, as well as a form of intimidation for any officials who might now think twice about going against the Trump political machine.
